Lundi 11/07/2017 – energieslamer.eu Last Friday 23 June 2017, the Regional Council of the Pays de la Loire launched the second « MRE Meeting » attended by more than 80 Regional professionals in the facility of the Port of Montoir de Bretagne, including 2 round tables followed by site visits Industrial applications dedicated to Marine Renewable Energy (MRE).

 The first MRE Meeting which took place last 24 October 2016 in Port Olonna (Les Sables d’Olonne, Vendée), was dedicated to « maintenance and safety at sea », with 50 representatives of Regional companies, in the context of the departure of the race of the Vendee Globe. 

This second MRE meeting based on the topic « the United States, eldorado for offshore wind?  » was held the day before the departure of the transatlantic race » The Bridge 2017 « organized in link with the centenary ceremonies of the arrival in Saint Nazaire of the American troops engaged in the First World War (26 June 1917/26 June 2017).

This meeting was mainly devoted to the potential of the US offshore wind market, with the presence as guest speaker: Liz BURDOCK, Executive Director of the US Business Network for Offshore Wind based in the State of Maryland, on the Atlantic coast of the United States.

This meeting was opened by François BLANCHET, Mayor of Saint Gilles Croix de Vie (Vendée) and Member of Parliament (MP) of the Regional Council of the Pays de la Loire, who thanks all the attended speakers and participants at this conference, on behalf of Bruno RETAILLEAU, President of the Regional Council of Pays de la Loire.

François BLANCHET restated that the Marine Renewables are at the heart of the development priorities determined by the Regional Council of Pays de la Loire.

The Region of the Pays de la Loire is the leading Region in France regarding the Marine Renewable Development, with 874 jobs created before the Ile of France (Paris), 544 jobs, the PACA region, 238 and Brittany, 142 (Cf. the report of the  » Observatory of the Energies of the Sea”).

François BLANCHET believes it is imperative that the Region of Pays de la Loire and the Port of Nantes Saint-Nazaire continue to be heavily involved in the development of Marine Renewables mainly through Tidal, bottom fixed and floating offshore Wind.

François BLANCHET has not only encouraged the Regional and Local entrepreneurs to take advantage of market opportunities in this growing sector. But he also recalled that the Regional Council of the Pays de la Loire is allowed to support the private companies wishing to expand abroad, including in the US Offshore Wind market.

Liz BURDOCK, Executed Director of the US Business Network for Offshore Wind cluster, stressed the opportunities offered by theLiz Burdock J Rabiller EDM 1107017 development of new bottom fixed and floating offshore wind farms on the Atlantic coast, the Great Lakes and the Pacific.

13 marine areas equalling a potential marine energy of 15 Giga Watts (GW) were selected by the US federal government during the presidency of Barack Obama. The goals of the concerned federal and state administrations are to develop all the Marine Renewables Supply chains from these areas.

In order to meet these aims, the concerned US administrations invite foreign companies to develop partnerships with local business and to create jobs.

US companies will be gathered in a forum entitled « International Offshore Wind Partnering Forum » organized by the US Business Network for Offshore Wind cluster from 3 to 6 April 2018 in the city of Princeton in the State of New Jersey.

135 speakers will attend front of more than 600 professionals coming from over 11 countries.

Liz BURDOCK insisted on the expected participation of the French businesses from the Region of the Pays de la Loire.

The first round table saw testimonials issued by offshore wind energy specialists who already have strong proven track record and feedback from the US market.

The purpose of these speakers was to discuss the best strategies to expand the US market in Marine Renewables:

Pierre Warlop, Head of Supply Chain at WPD Offshore France (Nantes), introduced the specifications of the US market, the projects in development and timetable for each of them.

Félix GORINTIN, Business Development & Strategy Manager of the engineering company INNOSEA (Nantes), presented the US offshore wind supply chain.

Erick PELERIN, floating wind turbine manager of GE Renewable Energy (Nantes, Montoir de Bretagne) presented the Block Island offshore wind farm where its group delivered and installed five Haliade wind turbines (6 MW) during last Summer 2016, including nacelles built in the GE plant of Montoir de Bretagne.

The offshore wind farm of Block Island has since become the Ensign of Offshore Wind in the USA.

Emmanuel BROCHARD, VP Business Development Americas of DCNS Energies (Brest, Nantes) introduced a partnership model based on an agreement between its group and the University of Maine involving a Research and Development (R&D) Program based on the 12 MW floating offshore wind farm pilot project named Aqua Ventus in the Maine.

The 6MW turbines Haliade built by GE Renewable Energy in Montoir de Bretagne will equip these 2 floating wind turbines.

Mr. BROCHARD pointed out that this floating wind turbine concept right now represents a very efficient technology enable these turbines to be marketed in a very short time.

The timetable for the Commercial Operation Date (COD) of this floating turbine is planned next 2019.

The second round table brought together the Business France Agency, the Chamber of Commerce and Industry (CCI) of the Pays de la Loire, the Grand Port Maritime Nantes Saint-Nazaire to present the financial and logistical support schemes that local SMEs can benefit to conquer the US market. Each interested company can be assisted by these 3 entities in their business developments.

Let us not forget that there is already a shipping line connecting twice per month, the Port of Nantes Saint-Nazaire with the main US ports (New York, Philadelphia, Baltimore, Morehead, Savannah, New Orleans, Houston) thanks to the traffic initially developed by Airbus Group (Aircraft Manufacturer) between its plants of Nantes, Saint-Nazaire and Mobile (Alabama) in the USA.

The assembly plant of GE Renewable Energy in Montoir de Bretagne, where the 6 MW haliade nacelles are built.

The Floatgen project as the first offshore floating wind turbine demonstrator launched in France (2MW) currently in construction in the Penhoët basin in the Port of Saint-Nazaire. This project is jointly carried out by Ideol Offshore and Bouygues Group in partnership with the SEMREV center (offshore test site for marine renewables), branch of the Ecole Centrale Nantes

In a final communiqué at the conclusion of the Group of 20 summit meeting in Hamburg, Germany, the nations took “note” of Mr. Trump’s decision to abandon the pact and “immediately cease” efforts to enact former President Barack Obama’s pledge of curbing greenhouse gas emissions 26 to 28 percent below 2005 levels by 2025.
